The United States Air Force plans to replace its aging VC-25A fleet by implementing the Presidential Aircraft Recapitalization (PAR) Program at Joint Base Andrews - Naval Air Facility. Under the PAR Program, the Air Force would replace the fleet of VC-25A aircraft with the Boeing 747-8 aircraft. The purpose of the PAR Program at Joint Base Andrews is to base the 747-8 with suitable facilities at Joint Base Andrews and to operate the aircraft as the replacement to the existing VC-25A fleet of aircraft, which entails constructing a multi-bay hangar and associated facilities to house and maintain the aircraft. These facilities are collectively called the “PAR Complex”. Construction of the PAR Complex is needed because the existing Presidential Hangar facility is not large enough to safely house the 747-8 and the current infrastructure at Joint Base Andrews is insufficient to accommodate it.
